Thank you for the time you spent on the original post. I think it's very thought provoking and well written. I have had some similar ideas, though very vague and not well-formed. Your presentation of them is cogent and explains so much of current Mormonism and Mormon Apologetics.

Possibly, but couldn't it also just mean that, okay, they were pressured to do something, fifty-fifty on if they can slip the change in without people noticing. Maybe a little less than 50, but change the language a little and don't say anything, and make sure the honor code police know to escalate...

Correct. In that case, I don't think it rises to the status of a "policy change" because the church can and will still punish homosexuality outside of BYU. The "BYU-only" modus operandi is so the university can continue to host conferences, receive student loan funding and PELL ...
