Section 230 of the Communications Decency Act protects the board, it owner, the site host, etc. from liability. It does not protect the individual who posts defamatory material. AZ is an extreme case, but this is a general problem with state laws that have been struck down as violating the U.S. Constitution. Sometimes those laws are never repealed: either the state simply stops enforcing them or a court issues an injunction against enforcement. If the Court then reverses it...
