I believe this to be the net figure i.e. After everything's been sold.
The 1.5 billion is the LOSS the Church is estimating for the project.
You can argue about the numbers but Bishop Burton confirmed in a Trib article that "the net cost of the project will be close to the original budget". So no profit.
