What Bishop or Stake Pres has ready access to (or has even heard of) the 1982 statement and when and where are the members counseled as per the 1982 statement?

The church actually no longer teaches it officially, but because they're unable to ever admit to a mistake, it remains official doctrine. They told bishops to stop asking about oral sex only a year after the 1982 statement, because of the backlash it caused.
