No they're not. It's long been known (since 1835's D&C 107) that it requires the agreement of both the first presidency and the quorum of the twelve.

I WAS told by a 77 year old man that he delivered milk to the three living wives of Joseph Fielding Smith, the plural wives, not his "official" wife. Was the old man lying? I don't know. He seemed to be sincere. But he DID tell me that, in 1993, outside the meetinghouse of the Apostolic United Brethren in Bluffdale Utah.
As a good Mormon I was expected to believe that "everything" that a Living Prophet says or writes is Eternal Gospel Truth and the very Oracles of God, Living Scriptures....until he is a Dead Prophet, then his words and writings were "his own opinion" only.I think you're lying.
