I doubt that.

If it were so, the leaders of the church, from Joseph Smith on, would have used their powers of discernment to detect Phelps' wicked influence and would have purged from the church any evils that he brought or attempted to bring upon it.

Or, more likely, Sandra Tanner would have exposed Phelps long ago.
