Regarding Mattie, that's a "yes" and a "no." He or she was banned, but a day later I reviewed the ban, disagreed with it, then overturned it. I then sent him or her an e-mail telling him or her that he or she was no longer banned and was welcome to return and continue posting if he or she desired.
In other news, after having considered your response to my bulleted points, I think the best response I can make is to copy-and-paste a post I made in the Telestial forum, to whit:
I do indeed care about the rules being both enforced and followed. I do indeed NOT want personal attacks to be posted in the Terrestrial Forum.
To that end, I have recently deleted several such attacks of my own accord. See:

POINT ONE: Sometimes, however, someone might have interpreted something as a personal attack that I didn't. In such a case, saying "go back and read the thread" doesn't help me at all.
POINT TWO: Other times, I simply miss something entirely because I didn't read the thread. Saying "go back and read the thread" might be a little helpful, but like before, I nevertheless might not interpret something as a personal attack that you did. It also signals me that you don't care as much about getting the personal attack deleted as you say you do.
On the other hand, when a post is reported, I take it seriously and examine it much more closely, trying much harder to err in favor of the report.
For those reasons, there really isn't any substitute for using the "Report" feature. To that end, my policy is that if someone complains about a personal attack for which he or she DIDN'T use the "Report" feature, then that person has forfeited the right have his or her complaint taken seriously by me.*
*If you're tempted to respond to that sentence by saying something like, "Moderate your own damned board," then refer back to Points One and Two, above, and rest assured that I do "moderate my own damned board." Thank you.

Thanks for the reply. I don't have any time left as I'm soon out the door, but may reply in more detail later. In short, regardless of the report button, I don't see, for example, Rule 3 having any effect here:
How one judges this may be "subjective", true, but the way I see it is that it's now all over the place, and if mods only act on reports, you figure out the rest. You've already had one volunteer to help out with the moderation. Ultimately, I don't think the "culture" here will change, but I've offered my view, and I expect to be denounced by some, so fire away. (With reasonable posters like Nevo leaving, with a very negative opinion of the board, I would think should be some cause for reflection. And he is only one.)
(Incidentally, I'll abide by all of the rules, should they be properly enforced, and also bear any negative consequences for myself should I break those rules.)
