The only way to know for sure if something is doctrinal is to wait a few decades. If it stands the test of time, it is doctrine, and obviously inspired since only something from a divine source can stand the test of time.
If nobody talks about it anymore because it is embarrassing, outdated, or just plain wrong, it is not doctrine and never was. It doesn't matter who said it or where it was published.

The D News reported what was said at conference as well. This is how people of the great territory of Deseret got the word. It was as official as today's Ensign is.
He's gone so far beyond that anonymous press release he loves so much that he might as well form his own church. The Church of That's Not Official Doctrine of Latter-day Republicans.
