I'm still trying to figure out why the little people in the background are dressed all the same, in mostly modern jeans. But, the Big Guy is dressed something like a 19th century Protestant minister, in a modern suit jacket, with a Wallaby on his left foot and a cowboy boot on his right foot.

Other than that, I think it conveys the long-held neurotic Utah Mormon idea that the U.S. Federal government is Evil.
