I made a comment quite some time ago about Nelson eating his successors lunch on temple announcements. He was keen to be the President with the most announcements to his name. And so he brought forward announcements, even to the point where he started announcing temple "intentions" before any serious research or discussion had been had. Russia would be an example of that. Now that he has passed normal announcement protocols can be resumed.
A point worth making is that the prolific temple announcements under Nelson was lauded as a sign of the Church's growth. So are those same people now remarking that the Church has stopped growing? Probably not.
