No it didn't, junior. Out of control spending is what buggered California, not Prop 13. Every election cycle there are propositions couched in feel good language that bury us deeper in debt, on top of the money the Democrats in the legislature regularly blow through.

Prop 13 is just as much a component of California's debt crisis as any other set of initiatives. We would not be in nearly this much debt but for Prop 13.
