Essentially what you've done is twist Matthew 5:39. Lexically, what "evil" means in that verse are toils, troubles, labors, annoyances, hardships, etc.

OK, let's just say that if you were a God and wanted to create a world where children were not the victims of cruelty and suffering and abuse, (however you want to define this), and had the power to do so, what would you do?
The idea that requiring the abuse of children to make this plan work just doesn't work for me! :-) In other words, the "plan of happiness," seriously is not about happiness for many children.

And, the "no free agency" rationale is nonsense. God steps in all the time, (according to scripture and hearsay... smile). Did god not create humankind? Well, God could have tweaked a few things. I mean really, we are limited by all sorts of things in this life... because we have gravity doesn't mean God took away our agency right? I'm talking about creating a world/universe where children could not be harmed.
So... do you have any ideas?

Teach and fight. That's part of why you're here. It;s part of becomming a God. So, if, for example, you want to stop Al Qaeda or Hamas from strapping bombs to children, you should consider going to war. Or perhaps you might want to go into counseling to help those parents with a propensity to shake or beat their children. Or become a prosecuting attorney. Or fighting against the left wing homosexual/transgender fad. Or opposing the Planned Parenthood pedophilia agenda. Or simply treat your own children well so they don't abuse their own children. etc. etc.

Discussing dispassionately ----- action A on "victim" B may not be cruel if it's inflicted on victim C.
I recognize that this is far to the left on the cruel continuum but I think it illustrates the point. My son plays for a coach who routinely calls him a "b@stard", "f@ck&ng p@ssy" etc., etc. Most parents shrink in horror when they hear this and think the coach. I don't. Nor does my son.
Nonetheless... there is a signficant problem with each of the solutions you suggested.
