I'm quite certain you're skipping some of the actual language and sentiment, but you're also forgetting your Church history in which an early LDS prophet said tithing would bless the members who were in the throes of a drought. You also don't seem to believe in the blessings of Malachi 3 for tithe paying.

Two conferences ago the brethren backed off of that position, that any temporal blessings would come from paying tithing. Then they brought it back in the previous conference. It seems they can't make up their minds.

First, am I remembering this letter correctly? I wouldn't want to be misrepresenting anything, and don't have a copy of my own to reference.
Second, if I am remembering this correctly, how do the folk here feel about it?

Yes you remember it spot on. Keep paying tithing and go to tithing settlement. But they did emphasize a generous fast offering as you are able which I very much support.

2. Several months passing before the 'blessing' is granted is quite a while. Given the lag, and given the probability that the residents of St. George were already paying their tithe regularly when the period of no rainfall began, it would seem that this anecdote makes an equally effective argument that tithe paying actually increases the chance of drought.
