From the article:

If you suspected the newly released U.S. Religion Census overstated the LDS Church’s growth rate, you were right. That’s because, this time around, the Utah-based faith changed the way it reported its membership to the researchers.

I recently joined Peggy Stack's Facebook page and I noticed that she had posted a link to her original Salt Lake Tribune story. I commented on her story and she said she would contact the Membership and Statistics Department for clarification. In addition, several other friends of John Dehlin got in touch with Peggy, the ASARB and LDS M&S crowd.

Because the manager of the LDS M & S department doesn't have a mouth the PR department responded to Peggy with the usual obfuscations. The church gave meaningless figures. The 2000 figure had about 1 million less actives removed. The 2010 figure included everyone. ASARB was left comparing apples with oranges. I wonder how many real statisticians work at the LDS M & S department.

There are no statisticians working for the LDS church. They are just as invisible as the accountants. I would suggest it is a linguistic problem, just another example of shifting definitions like we see in LDS theology.

I am doing a word-study on "government" in the JoD.

Hmmm...hard to say.
Do you want to know the total number of statisticians or the number excluding less active ones?

I want to know the number over 100 years. old and still on the payroll because they are deem to be unretired until 110.
