It would be the Area President even though he may not reside in NY. Of course, every Area President is overseen by a member of the Q12 so one could say that a member of the 12 is the highest authority.

Well, that's what I thought, too. But Mitt Romney says the highest spiritual authority in New York is some dude named Timothy M. Dolan. I was just wondering if other Mormons shared Romney's views.

You all do realize don't you that when someone says spiritual authority or says something like how is your spirituality, etc. that they are merely asking how well you conform to some beliefs held by others. Spiritual simply means conformity. Think about it. The Cardinals in Catholicism? They are spiritual GIANTS compared to the riff raff masses they own......er I mean serve. Why? Because they conform to Catholicism so much better than the mere riff raff. But to Mormonism they are simply apostates. One can be "spiritual" within Mormonism when one attends church, believes in Joseph Smith, reads the scriptures, prays, pays tithing, you know..... do all the typical Mormon things.....OH WAIT!!!!! "his heftiness" weighing in at over 300 lbs is a fat irish blob who, smarter than his classmates in seminary, knew how to work the system - kiss a ring, kiss ass and maintain the church orthodoxy and support of the pontiff. now he reports to no one and can drink and eat until he blows up if he wants to.
my rc friend phil is a staff director on the hill; he had the job of escorting dolan from the republican convention center to the airport after the benediction and after convention parties(more drinking). phil attempted to engage his heftiness in casual conversation during the limo ride. unfortunately dolan was unable to contol his bowels and let out uncontrollable farts during the whole ride; also having had too much to drink everytime phil, sitting in back seat with dolan, said something dolan would say "that's nice" and fart away!
a disgusting trip my good rc friend said he will never forget nor have respect for this 300lb clown prince of the church
i know, i know leaders are fallible, they fall, they drink too much ,they sin-they are only human. except in the rc church you ignore what they say if it is obvioulsy stupid or false. tbm's do not have that option.

The Church is not organized by state.
In areas of the Church where there are organized stakes, the stake presidents report directly to a designated member of the Presidency of the Seventy. I don't know which of the Seven Presidents has responsibility for stakes in the northeast.
But, there is a dotted line relationship with the Q12 through visiting Seventy members (who may or may not be in the Presidency). Other members of the Seventy who hang out in the area are merely "staff" members (like a high council), until they have been tasked by the Q12 to reorganize stakes. The Presidency of the Seventy cannot authorize a stake reorg.
When a stake president on a daily basis has a problem, he calls his Presidency member unless the Presidency assigns a ordinary member of the Seventy responsibility to oversee the problem the stake president calls about.
I work with people who know Dolan personally. He is a very good man.
