I do not see a way to be sure about that nor to be sure how much that would matter. The image shows the Jewish imagination was still deeply influenced by the Canaanite background.

I am inclined to think that Ezekiel's point was that God was naked and not ashamed (unlike humans who have been corrupted by the knowledge of evil).
