The problem is the aquifers. Whenever you apply for a well permit there will be people who live near you file a contest document. This gives legal recourse for someone if their well goes dry or loses significant volume after you drill your well. It seems certain that removing that volume of water will impact the local water table. Defenders try to claim the aquifers are all connected and the water would end up in Deer Creek reservoir anyway. The problem with that? Deer Creek is man-made.

I have seen proponents claim that the aquifer water would end up in Deer Creek reservoir either way.
