Anybody who wants to propose a presentation for SMPT must submit a written proposal to the organization. (I would imagine that the call for proposals for next year's meeting will go out sometime around 1 January 2010.) Submissions are distributed without names attached among the members of the Society's board, with two to three board members reviewing, evaluating, and making up or down recommendations for each submission. In the event of a tie or some other ambiguity, other members of the board are invited to weigh in. If a paper is accepted, it's accepted. There is no requirement that the person submitting a proposal be a member of the Society, or of the Church, or that he or she possess any particular degree.
Gadianton began to claim that his proposal had been accepted by the SMPT board before the SMPT board had received any proposals, before any proposals had been parceled out to board members, and, thus, considerably before the board had begun to evaluate any proposals.
