I think Mormons are commanded to pay their tithing first, then their other bills. Bankruptcy does not pay your utility bills forever, so even after filing bankruptcy, they have to keep paying their utilities.

I think this is the crux of the matter. Power rates are lower, so even with similiar power consumption, consumers in Utah will have a lower power bill than other parts of the country. Lower bills mean more people are able to pay on time, even those that have low wage jobs.
No mystery there.
