I'm not a realtor or investor, or anything but there is NO way that mall can be built for 2 billion dollars. No way.
The conference center cost over a billion dollars If I recall correctly and it was one building. The mall project is something like two city blocks. I would guess, just based on the cost of the conference center, the mall will come in over 10 billion.

Out of curiosity, how do externalities, labor exploitation, and the Robber Barons fit within LDS theology?
God . . . "who mouths morals to other people and has none himself; who frowns upon crimes, yet commits them all; who created man without invitation, . . . and finally, with altogether divine obtuseness, invites this poor, abused slave to worship him ..."
You have to remember that the interiors of buildings hold all the cost and a mall has no interiors. Those are left to the tenants. The mall owners will spend all of their money on the facades and exteriors and push the build out to the tenants. So per square foot, a mall is a cheep way to build.

The Bible is quite clear in its condemnation of usury. You cannot have capitalism without usury.

The Bible condemns usury among the faithful. You can charge interest on gentiles all you want.
