Yes, it certainly could be construed that way. He should not have retweeted that video. The video is extremely threatening and carries a message of hate and murder -- one of executing enemies.
Quacko is in real trouble because he's threatened another person in a very serious manner. He has in effect, declared war. He pulled the rubber band and it's going to snap back at him.
He crossed a line and with that come consequences.
I took everyone’s advice. I called 911 and reported the following people:

I told the dispatcher that at least two of the three are (as I understand it) employees and/or
contractors of non-profits subsidized by the Mormon church (that being the More Good
Foundation and FairMormon).
I’m waiting to hear back from the police. My family is highly distressed. Not fun. For the
record, I only shared the videos publicly AFTER my kids found out. They follow Kwaku.
Otherwise I would probably never have shared.
I’ve reported all of this to my sister, Julianne Hatton, who was on the FAIRMormon board up
until a few days ago (though she says she knew nothing about this and has been trying to
get off the board for many months). Not sure what she’ll do with the information.
A Twitter exchange a couple of hours ago showed someone suggesting to Kwaku to stop, because he was digging a hole for himself with this attack on Dehlin. His response?

That is about what is starts to look like to me as well.
It does appear Kwaku is intent on pushing Dehlin's buttons for a while, and Dehlin's buttons can be easy to push. So it may drag on some and go back and forth a bit. Fading away as people grow tired of these guys seeking undue attention. It appears Kwaku has a few things on tap outside of his apologetic stuff, so I wouldn't worry about him. It seems to me according to scott Gordon Fair just go fairly desperate about the CES Letter and it's impact on the younger crowds, feeling powerless with their uninteresting and unimpressive (to those who know) responses. "well, this Kwaku character sure has some followers among these younger folks. And he's rather mean and sarcastic in a old school farms way. hmm...maybe these younger folks will eat up false bravado and strawmen mixed with mockery...I mean we responded to the CES Letter and our responses haven't done much of anything. I don't know why, our responses are solid gold and that Letter is so stupid."
As I see it we can all thank FairMormon, Scott Gordon and his partners (I think Calm is one) for this little episode. I don't know how they save face, but I suppose most supporters don't care anyway. They'll do things like Juliann does and blame racism for the embarrassing episode. eh...well, it is all kind of funny. FairMormon thought they could play the kids, not realizing this kid is playing them. Maybe they should have Scott Gordon step down and put Kwaku in charge? That might be their best move.

I think FAIRMormon might be offering this cutthroat approach to their apologetics in support of Donald Trump. While this might seem crude and disgusting to traditional Mormon sensibilities, you must understand that apologists have been fashioned as cyborgs accustomed to crawling through mud on their message boards.
Remember, FAIRMormon's TITS are reaching out to the Mormon Gen Z hoping that the Mormon Gen Z will grab on.
I think Dehlin shouldn't have called the cops on this childish meme. I don't think there is any real danger to Dehlin from this and I suspect reporting this to the cops is a way to bring attention to the video so Dehlin can play victim. It makes him look weak and plays a little bit into Kwaku's fantasy that somehow Dehlin is on the run.
I think the better strategy would have been to call it out for what it is, a sophomoric response to failing truth claims. Perhaps Dehlin could do a podcast discussing the overall failed strategy that TITS will turn out to be and have the inglourious basterds video as an example of how desperate the church is to stanch the bleeding. Kwaku is the student that continually interrupts class for attention. Shine the light on it and the others in the class will see what a clown he is.
Myth is misused by the powerful to subjugate the masses all too often.
