Seriously. With all the horrible things going on in the world, Deputy Dan has to pick a completely meaningless battle. Does he imagine this makes him important and powerful? I mean, really. He ought to be out roaming the streets looking for real villains. He could even dress up in special outfits to do so.
If Shades can do as suggested and only allow registered posters the right to see pictures, then doing that and banning Joseph is the ideal solution.
I have a hunch it wouldn't be the first time he's been banned from a forum.

I have another idea. Instead of banning Joseph, can we just have the board automatically translate everything he says into Adamic? If not Adamic, then maybe reformed Egyptian. That way nobody needs to be banned.
Also, instead of disabling all image viewing for Joseph just make have the board redirect him to copyright-free images of goatse, gay porn, and most importantly pictures of minorities who are far richer, attractive, intelligent, and successful than Joseph could ever dream.
