In the cases I'm referring to, sometimes matters of doctrine from local questions reach them either independently or up the chain through us. Invariably the answer is always "Your local leaders know the doctrine." or "Have you read the officially published works of the Church?" Sometimes they will answer directly and such are also always found the published works of the Church.
It sounds like you, as an outsider and an amateur, misunderstood that they were saying that anything published by the church (as evidenced by an IRI copyright) is consistent with doctrine.
But since you say the "polygamy is forever" wasn't doctrinal since it was never published, neither was Joseph Smith's polygamy as practiced during his lifetime, since it wasn't published until well after his death.
