Who should be attending their daughters temple wedding...the middle class man who works his ass off 40-60 hours a week, but can't make ends meet so he is not a 100% tithe payer...or the guy who wont work, lives in his mom's basement, mooching off the government and the Bishop's storehouse, but declares to be a full tithe payer?

Maybe you should ask Jesus that question:

Matthew 20:1-16

The kingdom of heaven is like to an householder, who went out early in the morning to hire labourers into his vineyard. Although every organization needs money, I think they go overboard with it with things like the TR, especially since 10% is way to high in a church that has a local unpaid ministry. There is a reason the church is so well off compared to other church's.

What do you expect a bishop to say if a member asks, "I couldn't pay a full tithe because I'm struggling financially, but can I have a recommend anyway?"

Agreements are agreements, and rules are rules. If you bend the rules for one or two, then you have to bend them for everyone, and then no one plays by the rules anymore.

Call me an idealist, but I find the idea of calling yourself a full tithe payer while paying $1.00 online so your bishop can't track it distasteful.

The rule that the Church really should change (in the US) is the rule against having "mainstream" wedding ceremonies on the same day as a temple sealing. In countries where temple marriages are not civilly recognized (the UK for example), members have been having weddings and sealings on the same day for decades now.
