It's acceptable outside of the LDS church environment, and within...and rightly so. We have couples scratching/rubbing backs, yeah? It's no more 'disturbing' than if they sat there holding hands.
It amazes me, that we have parents rubbing children's backs, and detractors here have no issue with it, yet if couples do it, it's somehow inappropriate sexual action??

I find it inappropriate in church, most likely because it's not something I've seen people doing in church but it is something I've seen countless people do in bars.

I have never seen one guy scratch another guys back during Priesthood meeting. If they are not related (as above) or in a same sex relationship then I would find that a very disturbing (maybe a bit creepy) situation.
