What the church is asking its youth is not to arouse sexual feelings since they can lead to problems. First problem: doing it. Already STD's among the youth are extremely high. Why...because too many are acting out their sexual arousals.

it worked for me when I was a young adult. And there was no guilt. What can I say? I would say to young adults who are tempted to have sex with someone they love, to do a Mormon lay and remember to keep the clothes on. But talk it over first. If someone will feel guilt, it should not be tried. And it is important to keep one's head on straight. I remember a former Mormon girlfriend from that time told me that with her new boyfriend, she had to smack him a little once to keep his senses in the right place. But that was back in the late 70's.
