Assuming every mall in the world has stores that sell tighty-whities, it's not too hard to imagine scenarios where mall-bought outfits wouldn't be suitable food-court wear.

If that's what they want fine, but I have not found a prohibition on taking pictures common "at the mall". And on a quick look at about 12 mall web sites in AL, CA, IL, MI, New Jersey, NY, OH and Texas I don't find a list of rules for any mall like the ones for City Creek or Mall of America. As a matter of fact I couldn't find any list of rules for any of them. I think they have to be there I just couldn't find them on any other mall website. I used a list of malls here Top 10 US Shopping Malls(Travel Channel) and here List of largest shopping malls in the United States(Wiki). All these malls must have codes of conduct but I couldn't find them listed on their websites.

ETA:

Mall of America does not prohibit photography but it does seem to be regarded with suspicion.

Under Suspicion At The Mall Of America, though I've done a lot of picture taking "at the mall" in the past I will think twice about it now.

I've had occassion to work for retail outlets in a dozen or so malls. Properties of 4 different holding/management companies. I found some mention of picture-taking at virtually every one. I don't disagree with you, but my experience has been different.

I thought "Space Teens" was pretty good. Except that I had "Two Beavers Are Better Than One" stuck in my head for a few days.
