Sure, because of the realities of politics, they know they would never get elected if they honestly advocated getting rid of the socialism part of our hybrid social democracy (the democracy part would doom them).
So Ayn-Randian libertarians like Ryan have to nibble at the edges of the programs, professing to "save" them by replacing them with vouchers, all the while outwardly bashing "socialism," which they redefined as something murkily evil that only their opponents favor.
