I'd guess it is further mainstreaming, at least on the surface..
With all of the press the men have been getting lately, the spin docs probably thought it would be good to be proactive to avert any feminine backlash, but we all know that Mormon wives are second to the men, especially in their "callings".

If you look at the majority of the speeches given by the women "leaders", they are just telling the women/youth to follow this male apostle or that male leader or the male prophet...
