I don't think that this is saying that you should comment anonymously. Just that you should be polite, whether you post anonymously or not.

Importantly, though, the church says nothing in its "Guidelines" to discourage anonymous posting and implicitly sanctions it.

Ah, but there's a loophole. It's referring to members posting anonymously. It gives no such license for critics or enemies of the Church. ;)
