Are folks who post to their "block list", just STUPID?

Let's take use Porter for example. On each of his posts he now publishes his "block list" which currently reads as follows:
And yet he continues to post to and about them. Why publish a block list at all? Is this the board equivalent of a middle school "slam book"?
Block list: Droopy, Gazelam, Jason Bourne, Jersey Girl, JustMe, moksha, The Nehor
