Help: Identify this Man

First of all, turn the volume all the way down before you watch this video - unless you have an eating disorder or otherwise enjoy vomiting.
Then, go all the way to the 9 minute and 51 second mark (again, trust me on this - you don't want to watch this whole video) and tell me what General Authority that is. I can't seem to figure it out.
He is also at the 10 minute 26 second mark standing next to a squirrely looking guy who could also be from the Church, I'm not sure.
Anyway, I know someone here will be able to tell me who it is at a glance (Shades) so thanks in advance.

It's either the Pillsbury Dough Boy or Elder Jeffrey R. Holland of the Quorum of the Twelve Apostles, formerly the president of Breed'em Young University.

Kerr is also the current Commissioner of Church Education; is this academy run by the CES?
