When I'm a state senator, running on a family values ticket, I'm a public figure. If I screw up, I expect to get crucified, and I expect it to be public and ugly... and I expect to spend some time in a court room defending my stupidity. And then I expect to pay for my stupidity.

He and his wife had at least 2-3 children at the time with more on the way. He owned record/tape stores who's clientel were primarily teenagers/young adults who bought music from Led Zeppelin to the Osmonds. Like Daniel C. Peterson, he's been a bishop of a college singles ward (read worthy tithe paying temple recommend holder).
Perhaps he confessed to the proper church authorities back in the day (and repented). That's entirely plausable. He ought to be asked if he actually went through the steps.
If he did repent, has Bishop Garn held any Mormon leadership positions where he has directly interacted with minors since this time? What is the church's current policy concerning matters such as this? hmm.

I think you are misunderstanding "intent". Garn knows what the extent of his actions and what he intended. Apparently so much so that he felt it right to pay a large sum of money for "damages". As far as I know Garn and this Gal haven't claimed to be nudists, in fact probably the complete opposite. . . Mormons! Which ya know doesn't allow for being alone and naked in a hot tub with an underage member of the opposite sex. Even if she were a consenting adult it would not be Mormon-worthy.
