Proclamation of the First Presidency and the Twelve Apostles (October 21, 1865)
It ought to have been known, years ago, by every person in the Church-for ample teachings have been given on the point-that no member of the Church has the right to publish any doctrines, as the doctrines of the Church of Jesus Christ of Latter-day Saints, without first submitting them for examination and approval to the First Presidency and the Twelve. There is but one man upon the earth, at one time, who holds the keys to receive commandments and revelations for the Church, and who has the authority to write doctrines by way of commandment unto the Church. My guess is that bcspace will say that only applies to making new doctrine, which he will deny doing, but it would be more entertaining if he claimed that statement wasn't doctrine.

Doesn't seem much different than the 2007 statement. So the Church's current policy on doctrine does go back earlier than the 1970's. Awesome find!

So will you now admit things like Adam God, Blood Atonement, Polygamy necessary for exaltation and so on is official doctrine? It was reviewed by the FP and was given in forums like conference or published in the Church owned Deseret News.

The 5 volume set listed above has much information on it. If you go to the link above that you will get to the source of the quote. Click on "View Source" and you will find some more on it.

As far as I have been able to find the 5 volume set is the most complete source you will find. No comprehensive source after that I have been able to locate and I have been bugging the Church History museum and dept folks about this on and off for a few years.

With the manic obsession to record so much superfluous baloney you would think there would be a complete compilation of First Presidency/Quorum of Twelve statements. There is not one we have access to.

I would also really like to see a full and complete copy of all the 'area advisories' and Stake President/Bishop/Branch President letters and directions. Would be most interesting to see just what is said, by whom and when.

Until then it appears we are on our own in finding out Truth from Fiction when todays Fiction was yesterdays Truth.
