This is all kind of silly to me. Missionaries (proselytizing anyway) do not engage in any activities of sufficient magnitude to warrant the characterization of "gainful employment". The church would not otherwise be paying locals to do the work that they are doing. Economic returns from converts are irrelevant to whether the missionaries are taking jobs away from locals. However, the missionaries are mostly foreigners, and the Swiss government is entirely free to impose whatever requirements it wants on the granting of visas.
