Then we disagree. All I know is what we had in writing when I worked for the church, which I have consistently and repeatedly explained. Scriptures, proclamations, official declarations, and First Presidency statements are more authoritative and binding than are, say, Primary manuals.

Well, I have some good new and some bad news for you. Whichever answer you chose, you are both correct and incorrect. Both of these propositions are official doctrine of the LDS Church.
