There is no single authoritative source as to what constitutes official LDS doctrine and official interpretation of its scripture.
Generally the sitting Mormon prophet has the final say. This has caused doctrinal evolutions and contradictions over the years. Thus, what may be true or emphasized today may be deemed false or ignored tomorrow
