Sometimes it's used to refer to the leadership and their statements only and sometimes it's used to refer to the actions or statements by any member (or group of members) past or present whether they conform to the church teachings or not.
So if church members do or say something that is not in accordance with the official stance the church has it doesn't make official church statements deceptive.
So, if the leaders and members don't count as "the Church," then who does?
