Building a temple in France

Are LDS temples being built in locations where high activity and the desire to redeem the dead is high? Or are there political, public relation, or other purposes the LDS leadership chooses to build temples in locations where membership devotion might be lacking?

It's likely they can find areas other than Paris with higher membership concentrations that need temples.

But this is the City of Love! What better opportunity do we have to marry Marlon Brando and Maria Schneider by proxy?!

Doesn't God pave the way and then reveal where his Temples should be built?

Where to build it? The wholley goose reveals the truth of all things, right?

In this case one has to wonder why God would need a temple in France. Is the emphasis on building temples to redeem the dead? Or is the new emphasis simply to build temples as monuments?

Which temples are monuments? I think that could be a descriptor of the conference center, but I'm not sure it fits for temples.

How about half the newer temples in Utah? Few of which fill up for sessions most of the time.

No temple fills up all of the sessions even half the time. Why would you expect them to?
