homosexual vs heterosexual attraction

In Mathew 5:28 it states: But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.
Growing up LDS we were warned to be careful with our lustful desires as they pertained to sexual attraction. Even today it would seem that courtship from an LDS perspective is a non-sexual rite of passage with the standard being dating activities so innocent and far from sexual that two men or women could share in these type of activities and not be considered homosexual.
With a self described gay person being called as an Executive Secretary in a Bishopbric have local church authorities condoned same sex attraction?
Are we to assume and consider that this and many other self described gay individuals are neither straight or gay as long as there is no real lust or sexual attraction for either genders?
