Mountain Meadow Massacre An Act Of War!

I had this nagging barb dangling in the back of my mind. It seemed to me that Brigham declared war on those menacing pilgrims who sought to tempt the Mormons to, as it were, victim groom them yet again, as to see how much provocation they could get away with here as they previously enjoyed at their leisure back East. So it seems wisdom to me that he make an example as such to keep the peace in the scattered reaches of his domain for years to come as non would dare to molest or make afraid. This idea was nagging at me.
Then I realized that the MMM happened while the Mormons were formally at war with the United States of America in Johnston's Army and President Buchanan's Blunder between May 1857-June of 1858. Hostilities began in the same year four months before MMM. The saints were harassing the army on the plains and ready to burn Zion to the ground and move on. These Arkansas provocateurs were viewed as spies and I suppose the women and children be damned.
Now what I am wondering is why Johnston's Army failed to take vengeance for MMM? It is said that he would give his plantation (which he had already sold to his son) in Texas to bombard SLC for fifteen minutes. Did they not know? Did the saga put the fear of God into the US Army? Did they sue for peace?
I understand that there were also six others who came up from California who were arrested in October after the MMM for being spies and were "released" then killed and robbed. All this while the Mormons were indeed at war with the US of A.
How come nobody tells it like it really was? I mean. War is hell. Every war kills the innocent. And lots of them. I must be showing my ignorance. Certainly this was covered in all the wonderful histories that have been written which I never read. But then, nobody ever mentions it when crapping about MMM.
