The Limited Flood Theory, Noah and the Seed of Cain

I have often wondered since many LDS accept a limited flood theory, they must also accept there were other people who lived in the earth who were not affected. Third LDS president John Taylor, said that one of Noah's sons had to marry someone from the seed of Cain so that Satan would have representation on the earth. If only a certain number of people died why would this be necessary? John Taylor obviously accepted the whole earth flood theory. Some of Cain's descendants could have lived long away from the flood zone. Another one of those things which to me make Mormonism sound like of load of bull.

The best answer imho is that there has been no modern revelation on the subject and so the Church has assumed by default a traditional Christian doctrine. Of course what this means is that every one of us who accepts a local Flood also must by default disagree with official Church doctrine. According to the above answer and the relative unimportance of the issue, this is neither catastrophic to the Church if we are right or catastrophic to us if we are wrong.

Why did one of Noah's sons have to marry a woman from the seed of Cain. I imagine there would already have been many of his descendants living on the earth. Was Taylor speaking as a Prophet?
