When challenged by local miscreants Profit Monson received Building Code/Design instructions from Mormon Jesus thus changing Secular matters into an Ecclesiastical matter (viewtopic.php?f=1&t=24683).
No word on when or if the general membership will sustain this new revelation at the October 2012 General Conference.
