Boy Scouts definitely exist in Colorado. Our boys were in a non-LDS scout troop when we lived there. Perhaps that's the difference? Scouting that is not organized as part of a religion?

To be fair it's pretty impressive actually how few are in the Mormon Corridor. Considering how dominant it is in Mormon culture, there's probably several times more boy scouts to every one in a non mormon-corridor state.
Of course Mormon Corridor is a misnomer that makes the impact of Mormonism sound more far-reaching than it really is. The Mormon kingdom is really mostly confined to UT and rural ID.
