Question on Mormon Doctrine

Maybe a faithful member could help me out with this straightforward question. According to official LDS Church doctrine, who is currently the highest spiritual authority in the state of New York? I mean, I think it would be Elder Donald L. Hallstrom, who is a member of the Presidency of the Seventy and Area President of the North America Northeast Area. Am I mistaken?

I would assume this would be the highest rep that is currently on the ground and leading based on title alone.

Oh, I am not in New York. I live in Texas. I was just wondering who the highest spiritual leader of the people of New York was. I am waiting on confirmation that I got it right from, say, droopy or bcspace or some other faithful Mormon. I don;t want to rely on some "anti" Mormon whose lack of Holy Ghost companionship might cause them to err. Surely, any member of the church in good standing would know who the highest spiritual authority in New York is, right? I mean, it's not a trick question or anything. I am surprised no faithful member has chimed in yet. Very odd, don't ya think?

The highest LDS spiritual authority in New York is Dan Edelman, chairman of Edelman Worldwide. He is assisted and counseled by two men, Richard Edelman, president and CEO, and Matthew Harrington, global COO.
Now, are they also the highest LDS spiritual authorities in Salt Lake?

Why did no believing Mormon answer this rather straightforward question? Do Mormons not know the "chain of command"?
