I don't know for certain, but I expect that none of the western democracies would fit the bill.
In any case, I doubt that Canada, for one, would satisfy them. For starters:
- every legal resident (and most undocumented ones) get medical care that is paid for from general government revenues, and the vast majority of the population are happy with that
- likewise for education - the education boards in Ontario have told the government that they (the boards) will not police the immigration system, but will educate any child who comes to school
- I believe that our current governing party, which is on the right of the Canadian political spectrum, would likely be considered 'big bad evil socialists' in the US
- a former prime minister, when threatened with not being allowed communion by the Catholic church (over either abortion or SSM - can't remember which), told his bishop to take a hike, that religion has no place in politics
- in general, nobody here cares if a politician is Christian, Hindu, Muslin, atheist, gay, straight, male, female - or any of the other characteristics that don't prevent them from conscientiously representing their constituents
