If you know what that Poelman speech really is, you can tell by watching his facial expressions and mannerisms that he's really not happy about having to do that. That whole episode is so farcical.

Indeed.
However, I am sympathetic to Church leaders trying not to give more doctrinal ammo to the polygamist sects. That, as I understand, was the primary motivation for the re-shoot.
