More to the point I think you're trying to make, I don't think that's true at all. I think most people recognize they are trying to say something with how they dress. They may have a different idea, however, about what an appropriate message is.

And just because you have a message in mind with how you present yourself doesn't mean it will be received as intended. You can't please everyone. Is that your fault? A female might dress attractively because she knows she wants to be presentable, and certain men would still find it sexy. She's conscious of the message, "I care about the way I present myself" and the man could get "Holy crap, she looks great in that skirt."

People can barely communicate using explicit words. There's a lot more room for error with how we dress.

The entire premise of trying to control your thoughts is silly in the first place. People think what they think. When they try to control what they think, they're thinking about controlling which controls what they think. If I tell you not to think of an elephant, one pops into your mind. People's thoughts just are. It's your actions you've got a better shot at controlling. I say, let your mind be free. Let that be the playground for all your ideas, including your "sins"; just keep the sins to yourself and don't act on them. The more you practice thinking, the better you'll get. It should lead to better decisions.

I'll be the first to admit, I find myself lusting after women constantly. Women are beautiful. I'm male and that is how I often react (in my head) to women when I first encounter them. But my head is first line of defense. I don't have to act on it. I don't even let them know, and simply be interested in who they are, what they think and do.

Attempting to suppress thought is a bad idea all around.

I think LDS missionaries are a good example of this, I don't think the church believes it presents what people I know perceive when they see the uniform.
