An interesting set of (secret) MP documents

Seems like standard "gathering" doctrine and proof-texting to me.

Do you see anything particularly unusual or unique?

I must admit I'm baffled about why such a document would be left only to MPs and SPs in AZ.

According to some at the exMormon subreddit, that document might be playing a central role in tomorrow's big announcement. Yawn, I say.

There is a bit near the end that says

'Church surveys and studies show - every year for the past 10 years - 70 to 80 percent of our converts have come from the American continent.

You've got to labor where the fish are.'

Prelude to closing down some unproductive overseas missions, perhaps?
