The ladies should be wearing pants and using backpacks though saddlebags would be best. Wearing a long loose skirt on a bike is both stupid and immodest.

There is another concern besides the fact that the headgear does not match the purses (these girls need to learn how to accessorize) and the dresses are in danger of causing a nasty road rash.

Which would result in immodesty from the lady and a dangerous situation, all this to present a specific image, and one that not all that many are impressed with these days particularly when it flies in the face of common sense.

And the back tire pressure on both are at unsafe levels. The blue tank(front bike) almost looks like the rear tire is flat.

I cannot believe LDS Inc requires the girls to ride bikes, in dresses and carrying the bag weight in a very unsafe manner.

My mission in Japan was a bike-only mission, so ALL sister missionaries looked exactly like that when going from Point A to Point B. So, when I saw the photo, I failed to discover anything wrong.

There were only two differences: First, bike helmets weren't required yet, so none of them (or us) wore helmets, and second, we all had baskets installed in the back and/or front of our bikes, so the satchels, backpacks, etc. would've been placed in there and not worn.
